The TC filler is the level plug, I believe most only get circa 2L or a little bit more on a Puma TC refill. Although I believe 2.4l is quoted as capacity.

They are a 1/2 inch square drive, so I expect they need a good clean. A little heat around the plug won’t hurt either, nor will a sharp tap with club hammer on the 1/2 inch extension bar.
