Presumably clamped to the battery positive post..
It is likely to be a “tail” on a supply out for a supply that’s been removed that was fused in-line. What they’ve done is instead of removing the entire supply line, they’ve disconnected it just after the fuse, so the fused spur is kept in place which could be used again or just taken away. $W33T $0U7H3RN $UG4R 🇬🇧🏴🏴🏴🇮🇪🇺🇸⛽️🛢️⚙️🧰💪 |

Yeah, if you are not going to use it, it makes sense to take it away.
