Catch some in a glass jar and put it in your garage. After a day or two it'll seperate if it's water / soot to clear water on the top.

That looks like water and soot condensate. Nothing to worry about. If you get LOTS of steam or dirty water coming out of the exhaust WHENEVER the engine is running then ? head gasket - but ... |

| I presume by muffler pipe you mean exhaust. If that is the case are you sure it is oil and not condensed water mixed with exhaust soot/carbon caused by the initial cold exhaust condensing out some wat ... |
