Speaking from experience Cooper STT muds in 265/75/16 are noisy.
Toyo 255/85/16 Muds are very quiet in comparison

They didn’t remove the tyre when the rim was refurbed and probably sprayed the whole wheel with paint prep degreaser prior to paint
