Sounds like either a worn key or a worn barrel (or both). As Rallysteve says, looks like you need to replace. Defender 90XS SW

Some low lives tried to steal my diesel Series III many years ago, and bust the steering lock in the process. They didn't manage to steal it, but it had this "feature" afterwards. I no longer had to pull the manual solenoid to kill the engine, to then be able to remove the key. If I turned the key to position 0, I could remove it with the engine still running. The battery warning light came did come on though. I was told the alternator was spinning and trying to charge, but wasn't able to do so; I could potentially damage the alternator.
