Could be anti seize that they put on between the hub and wheel. Is the backplate wet? Steve.

Stick ya finger on it and smell it. That should narrow things down.

It would be worth checking the brake fluid level as well. If it's not at the full level take off the wheel and check that the brake pipes not cracked/split. Also check the bleed nipple (if it has one, not checked) hasn't been sheared off or is loose. Also check the shock absorber isn't leaking oil. Once the wheel is off dirt will have adhered to the oil so you will be able too see where it is coming from.

Had a leaky break cylinder on a tdi do something similar but on the inside of the wheel. Then again they were drum breaks so I would check the brake fluid level as suggested. Also do you notice any difference in how the vehicle comes to a stop when you apply the breaks? 1982 88" 2.25 diesel

my bet is, If it isn't the drive flange leaking then it's the inner bearing grease seal Original Member Pie n Pea Club.

I had that on my old TD5, turned out to be a broken hub, the garage where surprised it hadn't seized up and exploded so I suggest you get it looked at ASAP
