Not sure where the name comes from, but modulars as you've found out are cheap steel wheels which come in various styles (mostly relating to the holes), sizes (15/16" and 7"-10" width) and offsets (-35>+. I'd assume most if not all come from China etc. I've got a set on my defender and they've done a great job standing up to some abuse 😀

I think nowadays, the term modular might as well mean "nondescript" when it comes to wheels.

They generally have a set of fake bolt cap heads around the circumference of the wheel inner to give the impression that the two parts are separable but most if not all are fully welded.
