You won't be able to move the rod up and down due to the modulator. The actuator rod is mounted onto two ball joints, one on the vane arm and the other onto the modulator. The bar will move and feel loose due to the way it is fitted and the joints should be well greased.

You'll need some pliers/mole grips on the shaft to get enough grip/purchase on said shaft to move it in and out of the waste gate actuator (it has a chuffin' huge great spring inside it)
The Puma uses a modulator to move the vane arm. The Td5 uses a wastegate and you can test that with a pair of mole grips.
