They are not too bad, filing them flat would be a good plan. Sympathetically of course, don't take too much material off.

Looks like some abuse to me. I don't believe they are all that expensive, but sometimes when things get cheap the quality suffers and refurbishing original stuff is the better option.
Maybe someone here can report if there are any quality issues with this part. Being just steel I would think it be pretty low risk |

If you wanted to do the job "properly" then you could take it to a metal machine shop and get them to turn the hub down on a lathe. Guarteeed to be a better finish than when using a file. |

It is very hard to understand why someone would do that, but there is a large number of incredibly stupid and inept people out there!
As has been said, as long as the mating surface for the wheel is flat you will have no problem. The damaged areas are so small that filing them flat will be entirely satisfactory (and will also provide a good opportunity for you to demonstrate how to use a file correctly, another largely forgotten skill). It would be fairly daft to replace the hub for damage that minimal. |

Looks to me like its fallen off of a jack (and maybe been moved at the same time?)

Something would have had to happen to prevent it landing on the disk in that case, bit it's certainly plausible.

Just normal damage from hammering to get the disc and hub separated.
