That panel is on the back of the heater box but is located in front of the heater matrix.
The shredded leaves may be because they have gone through the blower fan to get there where you found them, which is the lowest part of the system.
They would also need to be small pieces to fit through the grill in the intake on the wing. A snow cowl can help prevent this.

Aha, now I understand!

That as far as I remember is a blanking plate that covers the unused air intake port on the driver's side, since the air intake duct is on the passenger side. So to that extent you are correct, it is a hole leading into the heater box, and it leads into the fresh air (i.e., unheated, and uncooled is a/c is fitted) portion of the box. Any leaves and debris which makes it past the intake on the wing, through the intake duct to the blower unit, past the fan and through the duct into the heater box, will end up in there. So it is entirely possible that leaves and crud will end up in there.

I am tempted to remove mine to see what treasures I can find!

Somewhere I have a could of spare heater units and if I can remember where I stashed them I will try to get a photo to better explain the plate.

I am more than a little impressed that you managed to find that in the footwell and managed to remove it. It is not easily accessible.
