Disclaimer - my car is a 1994. However if I understand you right you’re talking about the bolts that go through the trim and capping and go into nuts which are welded onto rectangular captive plates.
There are holes on the underneath of the capping to get a couple of fingers in to slide the nut into place, or to capture it when you’re removing something. It’s not “easy” sometimes, but not the most technical thing. I tried to find a part number and pics, but failed miserably on the mobile device I’m using.
