If you open the vent and drain the filter housing, the outcome could be the same. That's what we experienced in Africa.
It's often the lorry drivers selling cheap diesel and replacing it by - just water.

If the water level rises, the filter area will reduce and the air volume per minute, too. Your CPU adapts and you loose power and torque.
