I think that you are right. The Defender 3.5L V8 was similar to the unit installed in the Range Rover, but I think with about 50 less BHP,.....remove those restrictors, and there should be an immediate improvement (with carb jetting as above).
So my recommendation would be to get the restrictors removed, and then get the "restrictorless" engine working properly in that form.
Then, if ya're still not happy, you can modify the cylinder heads, fit a more aggressive camshaft, and a better exhaust.

I think the inlet restriction plates were only fitted to stage ones & early drum braked 90/110 but could be wrong,
for the sake of removing a carb (easy job except for one bloody nut!) its worth checking

I would also check the ignition timing or if you haven't got access to a strobe light try advancing it (turn the distributor clock wise) & take it on a short run,
if it improves the performance either the base timing was wrong or the advance mechanisms aren't doing their job

Your car should easily do 140-160km/h at around 18-22lt/100km average. My money is on a worn camshaft. m
