help fitting rev counter to td5 only 1.2 volts on pin 19

Hi,
I am trying to fit a VDO rev counter into my defender Td5. I have located min 19 on my ecu and run a wire up to the instruments. The trouble is I can only get 1.2 vdc relitive to earth on the wire when the ignition is turned on. I believe there should be 5 vdc. Can anybody out there help me. Is there anything I can do to sort this out. I have made the pull up circuit shown elswhere on this forum but the 1.2v is just not enough to swith the base of the transistor.

I believe it is a square wave pulse so I think to measure it properly you would need an oscilloscope. 2002 90 Td5 Station Wagon

Sorry Grafty99 I did not make it clear in my original post but I was measuring the signal with an ocilloscope. I have come to the conclusion that the 1.2vdc is actualy correct and that I have to use the pull up circuit mentioned elswhere on the forum to get up to a 12vdc signal as an input into the standard VDO rev counter.
