I would guess that the "lamp" wire you have there is to tell the DRL's that you've now turned your headlights ON, so would shut down the DRL's.
Just my thought anyway |

Yes, generally speaking Red = Positive, Black = Negative. Though there are occasional exceptions to the rule where different coloured wires are used.
