The Mud panel comprises two parts - the switch mount, which is flat, and then the outer bezel that is shaped to fit a Puma dash. It would be worth checking with them before buying but it looks like you could just use the switch mount on its own in a flat panel. You may have to drill some holes for screws or perhaps glue the mount to your dash panel. The switch panel from a Discovery2 may do what you want, but it's only got 6 switches and the Hazard Warning switch is a different size.
