There’s nothing I can see in the Testers Manual or the Categorisation of Defects in relation to it.
The offence code for it is RC86143 - Use Motor Vehicle on a Road When [Television Receiving / Cinematographic Apparatus] Was Visible of the Driver. I’d have to have a look at Hughes Traffic Law to see if there is any case law around it, but I don’t have it to hand at the moment. It may well be a slightly outdated offence saying as a phone in a holder could be considered “cinematographic apparatus” as it’s capable of displaying a moving image. It would be an extremely picky black rat that would bother with this to be honest, unless it was relevant to another offence like due care or similar, or you’re a sweaty trucker watching porn while driving. |

As Blackwolf suggested, rear cam or sat nav will be fine so long as not hand held.
If on a HU like mine, menus, sat nav etc and rear cam fine. But Apple screen mirroring and TV or video content is prohibited, it’s on the first screen as a warning and also in the manuals. It’s only deigned to be used whilst stationary OR out of complete view of the driver so for example rear seat passengers. Most systems are designed to only be used whilst stationary using handbrake signal as its signal. However, lots of people use a bypass again like myself for one reason only. And that isn’t to use it whilst in motion but to avoid hard wiring into factory wiring. Personally I prefer to only use the HU whilst stopped somewhere safely anyway, only things I would do whilst driving is pause or play, open or close it or turn volume up or down nothing else and I wouldn’t do that often. There is no doubt about it fiddling with these things or phones in motion IS a distraction. It’s fine upto 9mph after that the screen should lock you out.
There was a recent update (within the past 3yrs or so) to the regs and it’s made the life of police, ambulance and fire drivers a lot more difficult as the mobile terminals are no longer permitted to display information when moving. |
