Couple of typos in there make it a bit difficult to understand all you’re saying.
But no, you can’t remove the inner wing without having the outer wing off first. On the plus side, getting the outer wing off isn’t too difficult. 10 or 11 fixings, and anything else that’s fitted to it in the engine bay. If you can clarify what an ‘u dear’ washer bottle is…? That’s what I thought you might have meant though!
I fitted an underwing bottle (to my 300Tdi vehicle) and managed that without removing the wings - though I can’t remember how. I know I did take the headlight out so that I could put the pumps in place, and plug them in. I might have removed the PAS reservoir and turbo pipe too. Presuming yours is an older car if it didn’t have the under wing tank, so I think it is possible. Going to have a really good look tomorrow, wondered if I took off the wheel arch eyebrow and loosened some bolt it might go in that way…. If not will take the wing off…. I want the space where the square washer sits for an engine pre heater…. @steve_overland on Insta.

I can take pics (tomorrow!) of where mine sits - but there’s really only one place it can go.
I fitted mine to take one of the Optimill upgraded pumps and screen jet units. I think it was a little awkward to guesstimate where to drill the holes in the inner wing to fit the front of the reservoir, but like I say, apart from that I don’t remember any specific difficulty. Though bear in mind I work on the old Defender scale of awkwardness, which starts from quite a high base. I plan to use the location of the original bottle for a more weatherproof box for the added electrics I’ve got around there (screen wash pump, Landreiziger headlamp loom, spotlight loom etc) Donald 1994 Defender 300Tdi 110 SW - owned since 2002 - 230k miles and going strong (The 'rolling restoration' or tinkering thread: http://www.defender2.net/forum/topic58538.html ) 2000 Range Rover P38 4.0L V8 in the past.. It’s in!!! As I have all the pipe work off at the moment because I’m replacing the radiator surround it has been pretty straight forward…. However the pump is broken so now trying to get a replacement for that!!!! Always another job when you have a defender hahah

If you have to replace the washer pump have a good look at the Optimal high pressure pump and windscreen washer setup. One of the good mods to do to a Defender

Good news that you managed to make it fit!
As I said above I have the Optimill kit - pump and jet unit. Well made and nice stuff. See that’s where I get into trouble you both recommending these things….. how easy is it to fit the nozzle and do you have to take the dash apart?? @steve_overland on Insta.

Fat fingers…. Tried to reply twice now with an on-screen keyboard and it’s been killed both times as I’ve obviously hit something by mistake.
You would need to take part of the dash out. You might manage with only the top ‘pad’ (About 9 or10 screws all told) but depending on the size and flexibility of your fingers that might not be enough, or might be too awkward. I’m like you, I dislike doing “behind the dash” jobs, so I tend to build up a wee list of things to do “while I’m in there”. Next time round - fairly soon, it will be a new fuel gauge, new speedo cable, fix the rubbish speedo lighting, Roamerdrive oil temp gauge, check out the wiper sync (not strictly a ‘dash out’ job) and probably a thing or two I’ve forgotten, and will remember only when the dash is back together!
