As a few folks on here use trailers for work, the following info may be of use/upsetting depending on how you look at it.
http://www.olmc.eu/transportnews/headlines-sept-2011.php New rules coming in in December mean that users of small trailers (<1050KG unladen weight) are probably no longer exempt from having an O-licence, and all that that entails. Getting an O licence costs thousands, just to apply is upto £1000, plus the costs of maintaining one such as maintenance money (£8000 ish IIRC) and others. I appreciate that the final decision has not been made, but one would need to apply for an O licence NOW to continue trading without interruption post December. I am awaiting a response from VOSA as to weather or not the exemption for 4x4s (dual purpose vehicles and their trailers) will remain in force, which may act as a (possibly temporary) reprieve, as it would of course mean virtually every farmer in country will have to apply for and get an O licence if not. (I think that is why the dual purpose exemption came in in the first place) I know that in my case, if I am forced to comply with having an O licence, that would almost certainly mean the end of my business as I simply cannot afford it, and I don't think I am the only one in that situation. On further investigation, the exemption for 4x4s only applies when the vehicle has an unladen weight of less than 2040KG. Guess what the kerb weight of a 110 is? 2050KG.

I spoke today with a consultancy firm who deal with O licence law and they told me it was "upto £1000".
I agree there is at least an indifference to the effect this will have of driving legitimate operators out of business. I have never been stopped by them (probably cos the Landrover is very new) but the day will come...you try and comply and they just set out more and more hoops for you to jump through. At least in this case the blame must lie squarely with the EU, as it is their regs we are now being forced to comply with. All well and good for Europe as the regs have been in place for years. I wonder how exactly virtually every farmer in the country will be affected, or anyone doing a bit of light movement. Its a joke. European countries just suit themselves.. the country that invented the tachograph no longer use them as it was holding back the countries economy. Same as the WTD.. We have it and they binned it. VOSA have targeted days and if trailered vehicles is one of the targets you will be stopped. 2008 RS4 gone, 123d M Sport, and a Puma 90 XS..

Where were they invented? I agree they are somewhat restrictive, although I understand the reasoning behind them. Whats the WTD? Yeah I heard about target days, just been lucky so far. The analogue and digital tachographs were both invented in Germany by Keinzle around 1976. WTD "Working time directive" which restricts workers hours was deemed too restrictive by most EU countries but we seem to have rolled over and accepted it...
VOSA will only be happy when the small operator packs in and gives the not SIR Eddie a monopoly. VOSA waived the drivers hours regulations during the snow of 2009 and 2010 to help with the Ebay backlog sitting in warehouses but try driving 5 minutes over your time today and it is an instant £1,000 fine. 2008 RS4 gone, 123d M Sport, and a Puma 90 XS.. |

Ah now I understand.

Only visiting trucks need Tachographs but they are no trucks allowed on a Sunday...

I never knew that. I understood tacho was needed all across Europe.

German registered vehicles do not need tachographs if they work internally but do if they operated internationally.... they have done not too bad for losing the wars? 2008 RS4 gone, 123d M Sport, and a Puma 90 XS..

The Selby train disaster guy may have prompted all this but what is to stop anyone doing a 12h shift then getting into the cab? I think VOSA should target farmers doing low-loader and muck shifting jobs with tractors and trailers with no MOT or brakes and on red diesel... In my rural areas farmers have ruined plant hire and road transport with their offspring being too keen to put the JCB and tractor out for buttons on agri-fuel prices.. i would imagine they won't even be insured for hire & reward. 2008 RS4 gone, 123d M Sport, and a Puma 90 XS..
