From my experience, a good quality heavy duty battery and really good set of glow plugs do the trick on start up.

Try parking it facing downhill and see if that improves it. I am told lift pump seals can leak.

My 200 Tdi leaps into life as soon as the key is turned, whatever the temperature, my heater plugs aren't even wired up!
