I would get a jump lead, connect one end to the battery negative and the other to a point on the engine (e.g. lifting eye or similar).
If this works, then you are looking at an earth strap issue. If not further investigation is required. It would also be worth checking the grey earth header which is screwed onto the bulkhead behind the expansion tank as this is where most of the bulkhead loom earths go to. also check earth in bottom driver seat box under ECU

If the management light and immob light are working the ECU earth must be okay. If the dash lights are not functioning it is more likely to be engine/bulkhead earth

What voltage is it reading? Measure the voltage when turning the key to start too.

bulkhead ground to chassis bonding sounder ok However id check it driver side

just tried different ground when checking the starter connection, if i ground from the engine its 2 volts at most, try this more than one point engine and gear box
