I would imagine floats for the end of the winch line.

yeah I'd agree they look like boat fenders. I suppose they could be there to allow the vehicle to push another vehicle without damage.

Could well be, though boat fenders are designed to be soft and flexible so a heavy vehicle pushing against them would almost flatten them and the fixing bolts would then do a bit of damage to car paint and bodywork. The ones my dad on his boat had a valve so you could pump them up to make them harder. Obviously the bigger the boat the hard you need them to be.
