Measure with a multimeter. Then you know if you have 12 volts to the starter or not. It could be a dead starter or no power to the starter.

Sounds like starter, had same issue with my tractor completely dead. no noise. Had it refurbished

Check if you get 12V on the small wire when you turn the ignition in the start mode. If not it something else if you get 12 v there it is the starting motor. Take it apart, clean it, check the contactpoints and regrease the gearbox.
It will probably be the contact points but don't skip the rest. It isn't that difficult. If you manage to take it off the engine you can refurbish your starting engine too. Hello,

If it is your starter you can easily repair it yourself. Common failure especially for a 1999, being so old... I had this happen to my 2000MY (built in 99). Kit is super cheap and takes about an hour to fix the burnt out solenoid contacts. Search this site for a step by step how to guide.

There is also a relay in the dashboard (with the fuses in the middle IIRC) that supplies power to the starter motor solenoid. That relay is energised by the ignition switch starter position with the earth side of the coil provided by the immobiliser. That's how the immobiliser stops you cranking the engine over.
If the relay is clicking when you turn the ignition to the start position then the immobiliser is OK. If it's clicking and you still don't get 12v to the starter solenoid (small wire) then check/swap out the relay. Hello again fellow Defender owners
Thanks a lot of good advices. Some update: It seems that it could be either the relay between the ignition and starter or the immobilasor. I do messure 12,5 V on the «30» pin on the relay but NO power on the 85(or was it the 86) when I’m turning the key to starting position. I also messure 75 Ohm between 85-86. Is this correct? Is there any possibllity to overrun the immobilasor? How can I messure its wire and what reading should I get? Hello,
Good news: problem solved The problem was the control unit for the aftermarket alarm and central locking device. The white and red wire from the crank position on the ignition was going through the control unit wich is probably broken. So, I have disconnect the unit and cleaned out some other old sins wich has been used in the past with previous owners.
