Turbo actuators
While mooching around I spotted this for sale

Not seen many knocking around for sale, they all appear to come with new turbos. 1999 Defender TD5 110

He's sold 141 of them.

Is it an item that fails? I've never heard of one failing. They must do though, if he's sold 141.

They can rot out and the diaphragm can fail, not often but it does happen.

I have heard of them becoming stiff to move. I have a posh s/s one to fit (removed from my TD5 Disco)

Never measured it. But some would claim theirs had become stuck and needed and bit of work and oil to get them moving again.

I replaced mine while tracking down an issue with the engine...turns out piston had cracked turning the engine into a steam traction engine if I took the Oil filler off.

In replacing the actuator it would be hard to say if it made any noticeable difference for you then given you had a cracked piston 1999 Defender TD5 110

I drove with a rather knackered engine for a year before it got to the point where I said...bye.

There was a lack of power at times, turns out the oil system was pressurising causing a lack of oil to the turbo and that meant I killed a turbo eventually. I was trying cheapest options first as I had spent a fair bit on the LR over the years I had it.
