If they have a rubber boot on them, they're for electric headlamp levelling.

It would need the headlamp bowls and motors from a Defender with headlamp leveling (they'll all the same) or from a late Rover mini.
If the wires are in the dash for the switch it'll just need the switch fitting too. |
