Key surface, acid etch primer, base, clear.
If you want a superb gloss finish it'd be key, acid etch, hi build / filler primer, dry sand with 600 grit then base, clear. For large items there would be another step too a sealer on top of the hi build. As the hibuild will take on quite a bit of paint. ⭐️⭐️God Bless the USA 🇬🇧🇺🇸 ⭐️⭐️ |

That maybe not possible though for the OP unless sent off, I certainly couldn't do it myself.
Panel wipe would also be useful. ⭐️⭐️God Bless the USA 🇬🇧🇺🇸 ⭐️⭐️ |

Our work specifications (aerospace) call for a light bead blast before painting stainless steel surfaces. 1995 Defender 110 CSW

Thanks for the suggestions so far.
Sand blasting is beyond what I can do. If I were to do that I would be as well getting it powder coated at the same time. Keith |

Bought stainless rear mud flap brackets for mine. Prepped with fine wet and dry, etch coated, primed and top coated in satin black. No problems despite harsh environment. A straightforward diy job.
