If only one speed is working, then i'd suspect the motor itself.
If it's stopping in random places, then again the motor, or maybe the park switch, but probably the motor itself i'd aim for. You say yours is an M reg, but you describe the dash as being a Td5 type? A few questions if you please: 1) is the engine a Tdi or a Td5? 2) in the "middle" of the dash area, is there a large square part with switches mounted all around it? If it's a 300Tdi and has the large square (Td5) dash fitted, then someone has been "upgrading" and possibly messed the wiper wiring up. It could be a geniune factory Td5 with the early dash though (my old one was). I think these models used the old (300Tdi) style motor, as opposed to the later upgrded dash (middle switches and different dash trinket trays) which had the motor mounted in a different position, and was a different motor.
