are you sure it's the solenoid and not the wiring to it - I believe there's repair harness - installation detailed by dargel IIRC.
Are you getting fault codes? good luck. |

Puma turbos have a modulator attached to the turbo housing. Modulator failures whilst not unheard of are not that common however wiring faults are. Given the age of your defender I would be checking that the turbo modulator loom has not been fractured due to the engine vibration and that all the connections are secure within the modulator harness plug (circled in below pic).
Click image to enlarge To assist in diagnosing your issue can you answer the following questions? 1. Are the DTC's you listed tested or untested 2. Does the MIL lamp illuminate when you have the low power 3. What about the live data from the engine, how much boost psi is being generated 4. When you say the Puma is losing power could you explain the symptoms 5. What makes you think it is the turbo FYI P0234 (Turbocharger A over boost condition) is a common dtc on Pumas. Can you list the full DTC code for P0046 as there are 4 different faults under this dtc which can narrow down the electrical problem: P0046-11 Turbocharger boost control A circuit range/performance- circuit short to ground P0046-12 Turbocharger boost control A circuit range/performance - circuit short to battery P0046-1A Turbocharger boost control A circuit range/performance - circuit resistance below threshold P0046-1B Turbocharger boost control A circuit range/performance - circuit resistance above threshold If the MIL is illuminated along with P0046 as a tested dtc then the issue is with the modulator, whether it is the modulator itself which is not a servicable part and if it is faulty a new turbo unit is required or the more likely issue is with the modulator harness, a break in the wiring or the plug contacts. I think I read some where you can get the turbo modulator unit it`s self, from ford separate to the turbo. (Not saying that`s the problem. But have I got this wright ?). Excuse the spelling I`am better with spanners and wires. |

I think the loom fails when it is stretched around the air con compressor.
In lorrymans post I would check the operation of the variable vanes first, carefully disconnect the link shown as item 4, and check they operate smoothly and don't stick. Mines got the above codes and faults, changed the loom, sensors, ran 2 lots turbo cleaner through it with no joy, so now there's a brand new turbo on the bench waiting to fit |

If my previous '07 was anything to go by, the harness to the actuator is quite tight with the wires under tension. On the later ones the loom has some slack in it.

with my icarsoft reader i get a code p2263 but it also shows Boost pressure actuator Bank 1 at .08% with desired position at 20%.
also Boost pressure actuator Bank 1 controller output is ALWAYS at 0%. am i looking at a clue here? forsure going to look closely at wiring loom, tho my actuator wires come below the ac compressor not over the top. guess they re-routed those 2013??? |
