I use roof rack pads. Two pads across the front and three across the rear. They are basically pipe insulation with a nylon cover that both secures them (velcro) and stops the foam disintegrating. I use nylon cable ties to keep them in place as I leave them on year round.
Try googling "roof rack pads" they are £10 - 15 a pair. |

Could you not cover with pieces of garden hose?
If the rack can dismantle to slip pieces over the frame? G My confidence has been writing cheques that my abilities can't cash for years. |

Zip tie a couple of strips of plywood across the bars where you lay the ladders.
