One of two things by the sounds of it.
First is a rivet (if the dome is totally smooth) in which case you will have to resort to the drill or a chisel to remove the head. The actual rubber flaps on my TD5 and Tdci are attached to the metal brackets with large rivets. Second could be a dome headed screw into a rivnut. If it is this you will have a receptor for some form of screwdriver/allen key in the dome. If it is this the rivnut is spinning so secure it with your mole grips and undo the screw. Then you need to drill out the rivnut and replace it. Pattern ones are nasty hammered over aluminium rivets, I cut through them with a sharp wood chisel cleaned and painted everything, then set screws and penny washers.
