Probably put there to keep the grille edge true to the body so that there isn't a gap.
At the top the sidelight fixings keep that top edge secure, indicator lower then 3rd hole below that.

Maybe Landrover are using up their supply of screws for the end of defender production, so are putting in extra screws to get rid of them
