I've never really heard of one drying out. I dont think a new 12v horn will cost you too much.
But as mentioned, before you go purchasing new, make sure you have full battery voltage to the horn from the plug. |

mine regularly gets filled with mud. a quick blast with the jet wash solves those issues

So did the horn sound change before or after the Trucklites were installed. If after, seeing as the horns are behind headlights, then definitely check connections.
