It was a WW1 memorial, over 700,000 British Military died in WW1, I don't know if there is a specific crime of desecrating a war grave or monument but if there isn't there should and it should be punishable by 4x the standard theft / vandalism tariff.

If you steal from a war memorial then the punishment should be entering the military and doing consecutive tours in active theaters over a period commensurate with the severity of what you did. If you get shot or blown up tough. If you get beasted every day tough. Rhubarb and custard let fly with their secret weapon.
