If its very snowey / slippery surely you can get all 4 spinning with TC
TC measures the speed of each wheel - and brakes the one(s) that are spinning more than the others. So if all 4 are spinning at the same speed then the TC will not activate. Or what you will see is all 4 spinning - but the TC activating to make sure they all spin at the same speed With all 4 spinning you will get better traction than with 2 spinning and 2 stationary.
