In the case of newer vehicles, it is not strictly whether the taxation class is "N1", it is whether the vehicle has been put through the European Whole Vehicle Type Approval Scheme as a Class "N" vehicle.
Most Class "N" vehicles will subsequently fall into the "N1" tax class, but there are exceptions, "Disabled" being a good example. Assuming that your truck is one which would be "N1" if it wasn't "Disabled", then you still don't need a type approved coupling.
The situation is actually not particularly complicated, but does have some unexpected and inconvenient results. It would, for example, not be legal to fit a NATO pintle on a Disco which was an "M" class vehicle.
