If taking the hose off make sure you give it a good clean first and have a thick plastic bag to cover the opening and tape it tight so no debris can get into the tank.
It looks like the red bit should extend pins that engage with the teeth in the white bit in the pipe to allow it to rotate anti clockwise. So you need a bit of circa 2-3mm thick rectangle flat steel bar to slot into an upper and lower tooth recess to enable you to rotate , using pliers as a handle. You may have a wood chisel that would be the right dimensions. |

You could undo the filler hose neck clip and push the filler hose to one side with a bag over it. Just make sure the fuel in the tank is below the neck! Have a look at this diagram. You should be able to remove the filler neck to allow you to work more easily.
