Puma 2.4 tdci again NO boost

The Elephanthaven Defender is back with the same symptoms as before see: https://www.defender2.net/forum/topic86855.html (I hope a linkworks other wise topic number 86855)

This time however it's not a chafed cable but the ECM is not supplying 12v to the turbo control unit.
I've checked continuity af all wires =OK. I have found that the ECM does not have 12V on the pin the control unit, when the ignition is on.
I'm pretty sure there should be 12V with ignition but without the engine running.
Can anyone confirm this?

If this is the case I guess the ECM is toast? I almost fainted after I checked online for a new one.... which will still need to be "matched" to the immobiliser etc. before it can be used...

Any help/advise is greatly appreciated!
