It’s likely either an adhesion promoter, or actually something to delay the adhesive to give you time to get it into the correct position.

As Co1 says it is an adhesive promoter.

Thank you yes it appears to be adhesion promoter.
Better make sure l get the piece of trim in the right position first time because once it's on, it's not moving. |

mark out the correct position up front on the bumper using masking tape (just outside the profile of the bumper protector) - this is how I did mine - it allows you to preposition it so its spot on before you go for the final stick on!
incidentally exactly how I positioned my door ding defender stripes onto the flat panel doors of my first D3 too (and later the positioning of the B-Pillar Black film and giant ISUZU letters on my old Isuzu DMAX tailgate) Sadly no photos of anything other than the B-Pillar black... Well, to update this l finally got around to fitting this part, and l've lost the tube of mystery substance so couldn't use it anyway.
However l cleaned the bumper top thoroughly and the part stuck tenaciously as soon as l placed it on, and l doubt it will ever come off. As above l used a few pieces of self adhesive draught excluder to guide the part and ensure l got the position correct. |

If you ever want to remove it warm it and then use either fine gauge fishing line or dental floss to cut the adhesive - a hair dryer is good for warming the surfaces. I bought this:

I must say, the slopping, painted bumper is a liability when loading stuff in and out of the boot. My boot bumper protector has already saved me a lot of grief and damage. You can also stand on it. |

Moo: I have this exact one fitted and the extra bit over the lip gives real peace of mind.
