Don’t know about “meant to” but it’s not uncommon.
If you follow the pipework you’ll see that on the inside of the bend in the big pipe in your photo, there’s a small pipe coming in from the rocker cover oil cyclone. This is how any crankcase pressure is fed back to the air inlet side - along with a healthy dose of oil as the cyclone may not be working as well as it should if at all. They are cheap to replace with OEM, or more spendy to replace with something bling. A more complicated ‘fix’ would be a ‘catch can’ - you can search on here for an explanation to that. Probably thousands of Tdis running around with oil in that pipe and as long as it’s not truly excessive it wouldn’t really matter.
