It’s not the gear selectors , they sit forward (technically it’s towards the rear of the truck ) of that section of the bulkhead.
It’s not to do with A/C either I’ve just removed the heater matrix from a 2011 a/c fitted defender and the hole isn’t cut out Click image to enlarge |

Aha, the a/c drain is the small round hole nearer the centreline, visible in the photo above.
In which case I have no idea what the big hole is for, but it's definitiely not the levers. |

I'm intrigued now! Not because I have one of these in a Tdi, but because that's a pretty big hole, and the accumulated wisdom of Defender2.net hasn't pinpointed it yet - which is pretty unusual.
I'll have to 'follow' this now to satisfy my curiosity. Also intersting to notice just how much soundproofing is on that bulkhead in comparison to the Tdi. Donald 1994 Defender 300Tdi 110 SW - owned since 2002 - 230k miles and going strong (The 'rolling restoration' or tinkering thread: http://www.defender2.net/forum/topic58538.html ) 2000 Range Rover P38 4.0L V8 in the past.. RR classic - fitted with 200Tdi 1984 RR classic - V8 with ZF auto box 1993 Discovery 300Tdi not to mention the minis and the Type 2 VW camper... |

Wondering whether it might be something to do with a power take off? Not sure if Pumas had these but maybe if the bulkhead was from an ex utility spec vehicle - does your mate know the donor vehicle?

The only PTO options on a TDCi are those which pick up on the LT230 in the same way as earlier vehicles, so it won't be PTO related.
On a fully-assembled vehicle the top of that hole will be slap bang under the heater unit and completely inaccessible, whether RHD or LHD it makes no difference. It really is a bit of a mystery, especially as some clearly have the hole punched out and others just have a flat unpunched area. The size suggests an access hole. It is possible that it is an artefact like the unused "gearbox mounting" on the crossmember below the MT82, which I think only exists because the MT82 CAD pack says there should be a mounting there. Perhaps it similarly says there should be a hole in the floorpan above the MT82 to allow access to the clutch pipework. I hope that we can bottom this out, it is fascinating! What age is the bulkhead with the hole? Is it an early one? |

It was introduced with the defenders around 1990 so to lower weight to enhance high speed cornering
