I have a similar set up which is an electrical supply for the valve block on my hydraulic winch.

Spots are a pretty good shout. When I bought it, I recall it had a disconnected work light on the side of the rack but no switches in the dash.

looks to me like spots too. The starter motor has been used as it is fed directly off the battery 2014 - current ..... 2003 defender td5 90 (my car)
