I've managed to get hold of a non-winch soft a bar without the fitting kit.
After some googling I think the part number for the kit is VUB501800. It's the bar that needs the two plastic covers on the front This part doesn't seem to be available at the usual suppliers. Nope that's the kit for the newer type without the plastic front covers.

Somewhere out there is a TD5 90 wearing a soft A-bar (with the pre-2007 front panels) mounted on brackets made by me. I was a bit grumpy to have to after it turned up with out them which wasn't made clear in the eBay advert. It took a bit of imagination as I had no photos or drawings but turned out well in the end. Sorry, I didn't keep drawings - messing about with cereal box card should get you the basics and I used 3mm steel left over from chassis repairs. Cheers, Guy.
