That's not unusual, so I wouldn't worry about it at all. Along as you're not constantly doing it, and therefore diluting the coolant in a significant way, a it's fine.

Try a new cap if you have to top up frequently. If you do a search you will find it is a common problem and fix.

All my defenders have always been constantly lower than the level line. If I top up, it pushes a bit out and sits at the level you mention.

Mine has lost about 1 cm regularly since new, slightly more if I ignore it for a year. Now nearly 2 yrs old and 21K miles.
