You shouldn't have a problem with the combined tail/fog lights, since the requirement for separation applies (IIRC) to the brake and fog lights (there is a mandatory minimum distance between them, but it is not very great).

Similarly the law requires two obligatory tail lights but that doesn't mean that you can't have more than two, simply that any additional ones are non-obligatory. If fitted they must work, and the must be symmetrical, and there are some restrictions on where they can be fitted.
