Riviting is an easy job, nothing to be worried about. As you said just drill the old rivits through the centre using a small drill to start with to weaken the wall and allow them to collapse easier, then increase the drill bit size to something like a 10mm to take the head off, then get a punch and knock them through. Get your riviting kit and attach your new mudguard.

Assuming you are replacing a mudguard that has failed - can you get to both sides of the rivet - if so I'd upgrade to a nut and bolt.
In either case consider fitting a large repair or penny washer on the topside. Most mudguard failings I've seen are because air gets into the guard at speed and forces the material upwards - the securing force of a small rivet head fails sooner rather than later. |

I am replacing one that's failed. In this case, it failed because it was used as a step by one of the kids to climb onto the hardcover. Great fun but
