I see no reason why not. However, why whould you need to unless they were very corroded? Towbar bolts are usually 8.8 grade M16s and need tightening to something like 200NM, so just wind them up!

Yeah went with dry in the end - wound up to 215 Nm They are 8.8 grade M16s |

Most published torque figures are for clean unlubricated fasteners (unless specifically stated otherwise).
