I think I'll go for the tyre foam cleaner (at some point) and report back. If it doesn't work, I'll will give PB&J a try.

As shown in the picture, it seems that the tyre sidewalls are "stained" with mud (this was from a clay-type mud). I've tried soap, letting it sit with a degreaser/dirt remover, and powerwash ...
