If air quality doesn’t meet set quality targets councils have to take action. It’s ordered by the government non compliance results in fines. The funding for it is separate to main council budget and any revenue generated partly goes to running the scheme and partly to the government.
It’s not just them thinking how can we make a few quid here.

I’m guessing the 110 is a car and the 90 for all purposes a van? Annoying yes but understandable there has to be some cut off made

The 110 is a 5 seat station wagon with rear windows, the 90 is a 4 seat station wagon with rear windows. When the Severn Bridge crossing used to charge to drive across into Wales, the 90 was classed as a car and I paid that rate and not the higher van rate. Hence I'm Censored off with Bath, although to be fair, Bradford Council are applying the same "logic". Thanks for your explanation on how the scheme is funded. I wonder what the Govt. spend the surplus on? It's still a cash cow in my opinion. Keep it simple - poverty spec.

I think if your vehicle shows up as N1 on the computer you will be charged a different rate than an M1 or passenger vehicle i.e. the LR90. It happens over here with toll charges. 1982 88" 2.25 diesel

Wasn’t it land rover that change the defender to N1 for all variants not just commercials to get around certain regulations that would have meant ending production? But I agree it sounds crazy do you pay car rate VED?

Over here that change meant that the Defender could be taxed at €1080 per year instead of €2350 per year. 1982 88" 2.25 diesel

As an updated; I ended up accepting the council offer and paying the £9.

I haven't received any further fines, so they have either cancelled them too or they have such a backlog it's taking even longer to issue fines.

I understand you can apply for "hard to replace vehicle" exemption, which I will look to do this weekend. I don't know whether they'll accept this, but worth a try! 2011 CSW XS 90

If you ask me they should be given zero star reviews. It isn’t just CAZ, they’re criminalistic in their secret activities as well. Using discrimination for example based on peoples ages and lying about it (even though concrete evidence obtained under DPA 2018) and saying they did no such thing, you name it, they’ve been at it.
Ignoring gross misconduct complaints, silencing companies and the public’s complaints. Worst council in the U.K.

you can make your own decision on whether this goes one better than Bath.

wife just got stung for £120 in the Brum clean air con.

so wife's car isn't exempt so while driving my daughter made the payment....
wife get's a penalty and of course we assume daughter screwed up and didn't make payment.
well a bit of investigating and she did make the payment - showed up on her bank records but the payment was rejected - but this wasn't noticed.
wife tells Birmingham council and sends off to object with the evidence - objection declined and bang £120 for your trouble Evil or Very Mad

now I come to think of it - this p's me off big time.
I mentioned it on here before - I used to work on a main artery leading into B'ham a few years ago and the was a load of shops with double yellows outside - all the 'locals' used to abuse the no parking to the point where the traffic wardens would walk by and look for the easy prey.

and now wife has tried to do the right thing and is getting stuffed for £120 !
them Censored used to take the P and got off with it because it was all too much effort to prosecute.

Scammers local authorities really are.

I’m not sure about H’ham but sometimes you can see reviews on Google regarding this stuff.
Obviously the LA’s don’t want that to be displayed but Google, Trustpilot etc sometimes contain reviews.

I’ve seen anything from fraudsters to embezzlers on reviews.

Personally I see it as an affront to freedom.

It’s a bit like saying if someone walks down a street and wears shorts it’s okay, but if someone wore trousers then they need to pay or keep out.

it may all be a load of tosh, re wearing the shorts or trousers while that is taking liberties what pee's me off is we/I/the wife has the choice of whether we go to Brum and pay the charge or not.
we chose to go and pay the necessary charge. we clearly paid the charge which was then reject ie it shows as out and then back into the account and we still get stuffed !!
I would have expected an f'in apology not to get stung.!! Evil or Very Mad
