It's likely that the spring rates are high rather than the dampers being hard. Particularly if it's been lowered, the spring rate might be higher to account for the reduction in travel.
Try some softer/comfort springs > 110 XS Double Cab

I had the bilsteins on my 90 when I bought it and the ride was hard and harsh. So I put standard shocks and spring isolators on it and it was a lot better. But it wasn’t no Range Rover.
