Definitely 18" wheels
Here are 265/65R18 on my 18" Shogun alloys which are just under 32". Not sure but looks like the ones on the 90 could be bigger? They seem to fill the arches more than a 265/75R16 would, which is about the same diameter. Personally I would never put 18s on a Defender as the ride must be awful. The tyres look like they fill the wheel arch quite well, although may have a lowering kit as well. Maybe a 33 tyre? Not sure how common those are on 18”. 1988 90 Hard Top, 19J Diesel Turbo, Shire Blue - Restoration ongoing
